Constitutional Requirements
Introduction
"The style of every law shall be: "Be it enacted by the General Assembly of the State of Indiana"; and no law shall be enacted, except by bill. Bills may originate in either House, but may be amended or rejected in the other; except that bills for raising revenue shall originate in the House of Representatives" Article 4. Section 1; Article 4, Section 17
Consideration
"Every bill shall be read, by title, on three several days, in each House; unless, in case of emergency, two-thirds of the House where such bill may be pending shall, by a vote of yeas and nays, deem it expedient to dispense with this rule; but the reading of a bill, by title, on its final passage, shall, in no case, be dispensed with; and the vote on the passage of every bill or joint resolution shall be taken by yeas and nays" Article 4. Section 18
2022 Session Legislative Deadlines

Monday, October 18, 2021 | Senators may begin filing bills for the 2022 Session (Senate Rule 44). Senators can file no more than a total of ten bills or joint resolutions (Senate Rule 48(a)). |
Tuesday, November 16, 2021 | Organization Day for the 2022 Session (IC 2-2.1-1-3). Representatives may begin filing bills (House Rule 103). |
Wednesday, January 5, 2022 | Senators may file only two bills per business day beginning today (Senate Rule 48(c)). |
Friday, January 7, 2022 | Deadline for filing Senate bills (Senate Rule 48(c)) not later than 4:00 p.m. |
Monday, January 10, 2022 | Latest day session must reconvene (IC 2-2.1-1-3) |
Tuesday, January 11, 2022 | Deadline for filing House bills (Fourth meeting day in January)(House Rule 107.2, not later than 2:00 p.m.). |
Wednesday, January 12, 2022 | Filing of House vehicle bills (Fifth meeting day in January)(House Rule 106.1). |
Friday, January 14, 2022 | Last day Senate bills may be assigned to Senate committees (Seven (7) calendar days following the last day for filing Senate bills and resolutions (Senate Rule 49(a)). |
Monday, January 31, 2022 | Last day for 3rd reading of House bills in House (House Rule 147.2 & 2.1). |
Tuesday, February 1, 2022 | Last day for 3rd reading of Senate bills in Senate (Senate Rule 79(a), subject to Senate Rule 88(b)). |
Monday, February 28, 2022 | Last day for 3rd reading of Senate bills in House (House Rule 148.2 & 2.1). |
Monday, February 28, 2022 | Last day for House adoption of conference committee reports without Rules Committee approval (House Rule 161.2) |
Tuesday, March 1, 2022 | Last day for 3rd reading of House bills in the Senate (Senate Rule 79(b)). |
Tuesday, March 1, 2022 | Last day for Senate adoption of conference committee reports without Rules Committee approval (Senate Rule 86(l)). |
Monday, March 14, 2022 | Last day for adjournment of both houses (IC 2-2.1-1-3). |

During the Second Regular Session of the 122nd General Assembly (2022) we (your IVFA Legislative Committee) have put 29 bills on our daily watch list, meaning these were the bills we have identifies from the list of 858 filed bills that include language which could have an impact on our service, our delivery, or the outcome to our customers, our citizens.
We carefully monitor all committee hearings where any of these bills are being head and may even testify for or against some of them.
To view and monitor the progress of the IVFA watched bills visit our “bill watch” list by going to the WEEKLY BILL WATCH as it will show the weekly status of the bills left.
Check back often for updates as bills change from day to day as they are read on the chamber floors (both House and Senate), or as they are working their way through committee hearings.
We may again be calling on you from time to time to reach out to your House and or Senate Member to make calls, sent emails, talk with them about legislation that we either support or oppose. This process truly makes a difference in the outcome of legislation on behalf of the IVFA, our membership and those we serve.
